In the U.S., this varies by credit card company. I believe all companies require the credit card holder to be over 18 unless they are just an authorized user. Other than that, there are various requirements set by the company for annual income and credit score. There are some companies that allow a person to have a card right after they declare bankruptcy, so there is something available for almost everyone.
